Sounds like it may be bricked. If new, start a return process. If not, there are procedures elsewhere to try and unbrick a router. I have had to unbrick one and there is mixed results if it works....

Not sure either. Things I would check would be to ensure all the controls are off such as Parental, Access, Qos,... Next I would try different security controls to see if one of them may be blocking...
