If you are not going to use the internet at all during the scheduled off times, just use a timer. I know scheduling is a better option.

Try disconnecting the modem, do the factory reset and use the default IP address 192.168.0.1 and you may need to clear the history, cookies, ... in your PC.

Connect your PC direct to the modem using a good Ethernet cable bypassing the router. Power cycle the modem and PC and then check the speeds. If slow you need to work with your ISP as it is the modem...
