For time machine it must be formatted in one of the MAC formats. None of the FATs will work. Can you see the drive in Finder?

I can get to my USB drive from my iPad with the FE File Explorer App so it is possible. Do not recall what all I did to set it up but it is SMP and I use the router IP address 192.168.0.1
