Would I be able to connect a Range Extender say RE450 or RE305 using an Ethernet connection to my Powerline model PA7020 as the access point?

Yes, that should work fine.

 

Test the powerline to make sure it is giving an internet connection. You could also wire the extender to the router in case it doesn't work with the powerline to narrow down what the cause may be if the setup does not work.
