Did you find a solution? I have no idea any more. If ping test is OK, they should be able to communicate with each other.

Not sure if it is a firmware issue but it deserves to try the latest firmware. After upgrade, reset and reconfigure it.

It seems that your W9980 is not running the latest firmware. Besides, if you want TP-LINK people to fix the issue ASAP, you should contact them directly....
