it is normal to take sometime to load the tplink login page. Once the internet is working, no need to operate the login page so often. As to the WAN port unplugged, check the cable, I bet.

The C7, when it connects to the root AP with WDS on 5Ghz, it requires the root AP to be 4-addr(standard WDS) capable. Check the Dlink to see if there is such options to support WDS transparency....
