I am unable to connect to the WiFi for either an HS105 or HS107 smart plug even though I have another HS105 working daily on a lamp.  I am told to tray a different location or to reset the devices.  Neither works.  I also turned off the VPN on my phone before trying to connect - no luck there either.  Any suggestions on what might be preventing connection?

What step are you failing at in the setup process.  Connecting to the default network before configuration or connecting the plugs to your home wifi?
