Generally speaking, PoE socket can provide data and power for the PoE device at the same time.

But if you connect a non-PoE device to the PoE socket, it can't provide data and power at the same time. It will be used as normal Ethernet port which can only provides data for this non-PoE device. You also need to provide power for the non-PoE device.
