Hi. Are you sure that the modem can receive the static IP(59.177.114.113) from your ISP? I cannot ping 59.177.114.113 or telnet 59.177.114.113 8080 on my side. Maybe you can double check the WAN IP...

No, you can't. On the WAN side of TD-W8961ND, datas are sending and receiving thru ADSL. In your case, you can use a router rather than modem router.
