Sounds like it's a 3-way switch. There's no "middle" for single switches controlling the load. If there are multiple switches controlling a load you need to use an HS210 instead of the HS200.

The app is only connected to the TP Link when it's running, so it seems less likely it's app related. Sounds like the firmware might be crashing and restarting - you'd see the LED blinking if so....
