XP and Vista don't support softAP,it's not adapter's problem.you should upgrade you system to win7 or win8

TX Rate means the speed router and adapter have negotiated.It's not means load.

I think TL-WN722N cannot help you,100 should use outdoor adapter.

reboot your router. make sure you have clicked enable 2.4G and 5G wifi signal. And reinstall your driver of TL-WDR4200.
