Check if the second LED lights on both adapter are on or off? If off, move them close to paire them. If 2nd LEDs are on, check if the cables connected to the 2 adapters are secury plugged in or not....

Can you share a screenshot of the login box? Then try to connect the powerline unit to the other Ethernet ports on the Viginmedia 3 hub to see if there is any difference.
