This screen was from WIN7 but you said that problem is with WIN XP? Can you give me this screen from XP (ipconfig /all). Unless I misunderstood something

Reset to factory settings and again router configuration. You have to remember about security settings and you must change admin password.

I think this is problem with modem power by USB. You have to use active hub usb.
