You can configure access control to forbidden some websites but https websites cannot be blocked. It is only possible in alternative firmware for TP-link.

My suggestion in DHCP Settings enter DNS addresses from your ISP and after that will make reboot of your router.

Please check list of modems 3G supported by W8970. Better solution for 3G modem it is W8970 v3
