You can check if the transmit power is set to 100%. Is there a wall between your router and device? 5G will loss more signal than 2.4G when cross a wall.

Is your 3G network got a public IP address or private Ip address? If it's a private IP address,remote access is not possible.

Do you have another brand router. Will your No-IP account connect successfully? You can try to change a password and connect again.

I am not familiar with netgear products. But I think the settings are similar. You need to log in the repeater's manage page. Then search the wireless signal of 8901N. Then connect to it.
