Wireless network

I'm using the signal from the community's internet. How can I use the TP-Link Deco M9 Plus Tri-Band Wi-Fi System to extend the signal as I don't have access to that router?

If under signal you mean "WiFi signal," consider buying regular WiFi Range Extender. That might be enough for signal extension a your place.
If you think this is not enough, get range extender with Ethernet port and use that port to connect Deco Main Node M9 Plus to it. This is how you should be able to attach mesh system to the community internet WiFi signal. By itself, Deco mesh can't work with someone's else WiFi signal, as it needs wired connection for its Main Deco (main unit).
I would recommend getting range extender with Gigabit Ethernet port. That would ensure it is a newer model with better performance.
As it is unlikely a supported configuration for both range extender and Deco mesh, I recommend getting those with good return policy. Also, if going this route, buy WiFi extender first, configure it and see if it works. No point in getting Deco mesh hardware if you can't make WiFi range extender work for some reason.

@Alexandre. Thanks, but I don't have access to the router so Ethernet connection is out of the question. Is there anything else which I can use wirelessly?

Perhaps, I was not clear with what I recommended. Maybe, this picture will help:
Take WiFi Range Extender, as it is shown at the left of that picture. Configure it as you could regular WiFi range extender. You do not need access to router to configure range extender, you only need SSID and password of WiFi network you connected to (community Internet), and you must have it already.
WiFi range extender will connect to that WiFi network and will amplify its WiFi signal. As well, if it is equipped with an Ethernet port, it will allow wired device such as desktop or anything else, to be connected to it and to get Internet access through it.
After you have configured WiFi range extender and confirmed it working, through its management page or because you noticed WiFi signal is much stronger than it were before, and you have Internet, then you can proceed with adding mesh to that.
Plug Ethernet cable to WiFi router and another side of that cable plug to Deco, shown on the right of the picture. I used image of Deco E4/M4. Deco will recognize it has Ethernet connection (to WiFi range extender, but it does not matter) and you should be able to configure Deco at that point.
PS. There could be better ways to amplify WiFi signal at your place, depending what is that place and what Internet needs you have, but if you insist on using Deco mesh, that contraption should work.

@Alexandre. I don't have any preference as to equipment (& frankly know nothing about it) but there seems to be no need for the mesh as my home is not big. I started with that from Costco's website without understanding what it's about, but luckily enough it led me to this forum!

I do have the ssid & password for the community wifi for which I need to enhance the reception. So if I get a range extender, would it work with no additional info/equipment?

Yes, WiFi range extender should be the right equipment for that task. Its job is to take WiFi signal and retransmit it. It must be placed where WiFi signal coming from community WiFi is strongest in your home.
You can google "WiFi range extender" and read about that technology, when to use it and what to consider.
In any case, buy WiFi range extender from the place with good return policy.
