Is it true that most of the newer (and not so new) TP-Link Routers have the router setup in a Cloud based app? I.e. if you don't have internet for whatever reason, you can't set the router up.

I found my answer via a friend that had one. You can still just hook the Router to a Laptop via Lan cable and access setup without Internet. I imagined this must be the case since there are still valid reasons to have separate LANs outside internet. Notwithstanding of course how one gets firmware updates.
