Can the AV2000 be configured as an access point? I already have ethernet in the rooms but would like to use the functionality of the AV2000 rather than other base stations
The TL-PA9020Pkit is a powerline adapter, it does not support access point mode.
For the TL-PA9020Pkit, it is used to provide LAN ports for wired devices, there is no wifi function. To make it work, you can connect one of them to the main router by ethernet cable and relocate the other one after you paired them.
They can work like an access point, but they communicate with each other via power line and there is no wifi function.
Note: The model which starts with TL-WPAxx supports wifi function.

Is there a better option from tp link for a multi band access point that I can plug into a PowerPoint? I have the ac1750 but it would be good to get something with a smaller form.

There are some dual band access points from TP-Link. Like AP500.

To use it as an access point, it need connect to the router by wired cable all the time.
