What do you mean by they are not working? More details will be better.
How did you setup the parental control feature? Please show us the screenshots.

Besides, the parental control on 841N does not apply to APP blocking, it can block/allow specific websites.

To locate the issue, please provide more details about your case:
1. What is the firmware version on your router?
2. How do you set the Parental Control? What result do you want to get from these settings? Please provide the screen shots of your settings for reference.
3. What is the current status? Can you get internet access on the parental PC? How about the child's PC?
