I have a TP450 and will not transmit wifi. All indications are that it is working but cannot access internet through it.

Is it RE450?
With all leds on, it should be working properly now; while cause there is no internet access, we can do further troubleshooting:
1. did you use the home wifi password to configure it?
2. What is the IP address and default gateway it obtained with your device connected to it? https://www.tp-link.com/en/faq-838.html
3. What is the current hardware and firmware version?
