Odd icon when trying to enable an ipsec vpn

When I go to enable my ipsec vpn configuration I receive a not allowed icon rather than an error icon. I also do not see any attempt to bring up the tunnel in the logs. This is on a VR600 v2. What does this icon me exactly?
