ISP :

If you limit the internet access time for a smartphone all the syncing that the smartphone does on the background also counts as internet usage. So after not using the smartphone for example at night you still reach your max.

Yes, I have tested it. This morning i wokeup and saw i spend 2,5h on the internet.
58 minutes on my companies mail domain.
28 minutes on courier.push.apple.com
22 minutes on imap.gmail.com
22 minutes on gmail
20 minutes on iCloud
19 minutes on eas.outlook.com
19 minutes on Apple imessage
18 minutes on imap.one.com
15 minutes on safebrowsing.googleapis.com
12 minutes on gateway.icloud.com
So i cant access the internet no more because i reached my max without even turning on my iphone.
But,like mentioned in a other ticket, I can still use my WhatsApp.

Do you have bandwidth limited for your internet?
Normally ISP doesn't limit the total bandwidth but real time speed.
And it seems to be impossible for a phone still use internet when it is turned off , because there is even no data communication.
