Hi!

I bought a TL-WA850RE V4 repeater to be able to use the home wifi at the end of the house.
Wi-Fi Sweetspots measured about 130mbps at the repeater's location (connected to the router, about 10meters away), and it measured about 15-20mbps at the computer connected to the repeater (maximum signal strength).
The firmare is the most recent version (20170109).

Did I receive a faulty repeater, or is it really that slow?

The 850RE has the same SSID with the main router or has different SSID? Better to set on different SSID to test the speed
What's more, also check the link speed when PC or phone connect to the extender wifi

I've tested the speed on my phone (so I can move during the test, for both router then repeater).
The repeater has the same SSID, I turned off the repeater while testing the connection to the router.

There are no other wifi nearby that could cause some interference.

Suggest to set the different SSID on the extender wit the the router
