1.6km is not much at all. I can think of several CPE setups over 3km in heavy rural areas (somewhat congested 5GHz band) with no such issues (signal quality, ping times etc). Perhaps a cabling issue...

While we're at it you might as well provide quality stats for your link, i.e. SNR, achieved MCS, b/g/n broadcast mode.

I fail to see why you opted for MCS1 (27/30mbps) in this particular case, perhaps there's reasoning behind it but if there's none and given that you're only ~100m apart I'd suggest that you restore...
