If you want Apple TV to communicate with your phone, I think they should connect to the same network, WR702N's Wi-Fi. There is no other network except the mobile internet on the phone?

You didn't put anything in MAC address list? Only the clients with MAC addresses in the list will be allowed to access the device. Did you type in MAC address of wireless card on your camera?
