Replace Switch1 with Switch2, Use only switch2 connected to ADSL modem, try the speed. If slows to 1 or 2 Kb/s, maybe problem with Switch2.

Set PPPoE Advanced Settings on WAN2 configuration, use 8.8.8.8 as DNS server.Maybe there are problems with the DNS server.
