The IP camera is a new one and has not been setup? Try to contact your Camera's technical support for help. You have to tell them your extender's SSID and security settings I guess.

What's the model number of network card on your PC? Can you try different Ethernet cables or PCs? If it is confirmed as the WR841N issue, get a replacement under warranty.

If the problem occurs after you upgrade the firmware, did you try to upload the previous firmware? Did you report the problem to TP-LINK support team?...
