Allow some website access only for some users

Hello, I need help setting up blocking access to websites.
Today on my network there is access via both Wi-Fi (most of it) and some via network cable, and I use the following equipment controlled by the Omada Controller:
- TL-R605 v1.0 Router
- Switch T1600G-28TS v3.0
- AP EAP 225 (US) v3.0
I would like to block access to social networks for most users, and leave it free for only 4 users (marketing team), however I have found problems in doing this through Omada.
When I go to Network Security > URL Filtering the blocking is done for the entire network, and when I create another rule releasing only for a few IPs, it is ignored. If I reverse the order of the rules (allow and then block), it ends up being free for everyone.
How can I solve this, and have the release of social networks only for users who are part of the marketing team?
