It does not come with SD card, you need to buy it on your own. 

 

The camera supports micro-SD cards with up to 128GB capacity, which should be formatted to the FAT32 file system.

Yes, it will be an additional fee. While but as I know, the micro SD card with small capacity is affordable, and most people have some micro SD card which can be used with Tapo C200.
